RSAT 2.0: Find Your Ransomware Gaps Before an Attacker Does

By Navanta • March 6, 2024

  • CYBERTHREATS

The Ransomware Self-Assessment Tool (R-SAT) gives your bank or credit union a structured way to examine how prepared you are for a ransomware attack. The Conference of State Bank Supervisors (CSBS), the Bank Electronic Crimes Task Force (BECTF), and the U.S. Secret Service released the original tool in October 2020. It addressed the ransomware attack vectors seen at the time across the five components of the NIST Cybersecurity Framework.

Several state regulatory authorities have endorsed R-SAT. At the time of the source article, no federal regulatory agency had formally required financial institutions to complete it. A mandate is only one reason to use an assessment, though. Ransomware keeps changing, and you still need a clear view of where your defenses hold up and where your response plan may break under pressure.

CSBS released R-SAT 2.0 in October 2023 after ransomware tactics changed and more financial institutions had worked through actual breaches. The update gives you a closer look at newer attack vectors and the actions that may reduce your exposure. Completing the RSAT Test takes time from people who already carry full workloads. It also gives your team a practical way to agree on priorities before an incident forces the discussion.

Who Should Be Involved

RSAT 2.0 works best as a cross-departmental assessment. Your IT, cybersecurity, compliance, and senior management teams each hold part of the picture, and no single team can complete it well on its own.

  • IT brings detailed knowledge of your institution’s infrastructure, dependencies, and day-to-day operating risks.
  • Cybersecurity examines potential vulnerabilities and the controls used to prevent, detect, and respond to an attack.
  • Compliance keeps the discussion connected to regulatory requirements and the consequences of leaving a gap unaddressed.
  • Senior management sets direction, resolves competing priorities, and makes sure the work has the support and resources it requires.

That mix of perspectives makes the assessment more useful. It can surface gaps between policy and practice, clarify who owns the next step, and expose dependencies on trusted third parties before those dependencies become part of an incident.

What Changed in RSAT 2.0

RSAT 2.0 adds tactical detail drawn from recent ransomware incidents at financial institutions. The revised tool puts more weight on five areas:

  1. Cloud-based data management: The assessment calls for attention to data you hold in the cloud, especially information stored outside the United States and subject to requirements such as the General Data Protection Regulation (GDPR).
  2. Multifactor authentication: The updated tool asks where you’ve applied multifactor authentication and what improvements you’re planning. That level of detail matters because gaps in coverage can leave a direct path to your systems and data.
  3. The human element: RSAT 2.0 looks for a cybersecurity awareness program that reflects the work your people perform. Role-based training and regular phishing tests help you see where additional attention is needed.
  4. Executive involvement in incident response testing: Your annual incident response test should include executive management. Their participation puts decision-making, communication, and authority under the same pressure the rest of the plan is meant to test.
  5. Clean data backups: The assessment stresses backup integrity and availability. Your recovery depends on data that remains protected and usable when your production systems cannot be trusted.

The value of the assessment shows up after the responses are complete. You can use the findings to choose which gaps need attention first, assign responsibility, and track work across departments. That turns the RSAT Test into part of your ransomware readiness instead of another document prepared for the file.
