10 Questions to Ask Before Building or Revamping Your Incentive Program

By Navanta • October 14, 2026

  • STRATEGIC PLANNING

A strong incentive program connects a community financial institution’s priorities with outcomes employees can deliver. When incentive programs reward activity without driving growth, it can result in frustrated employees, disputed payouts, and leadership teams questioning whether the program is worth the investment at all.

Getting it right takes clear metrics and reliable data, but the payoff is moving the community bank or credit union closer to its goals, whether that’s deposit growth, stronger onboarding, or deeper customer relationships. Before you build or overhaul an incentive program, ask these ten questions:

  1. What business outcome are we trying to support? Start with the institution’s priorities, whether that’s increased referral volume, faster ticket resolution, or more customer appointments, before choosing products or activities to reward. The best incentive programs don’t just reward work. They reinforce the behaviors that drive strategic priorities.
  2. Are we rewarding the outcome, the behavior that leads to it, or both? An account opening is the outcome, but it doesn’t tell you whether that person is becoming a long-term customer. Direct deposit, a working balance, and debit card use in the weeks after opening are better signs the relationship is growing.
  3. Can employees directly influence each metric? A metric should reflect work employees can directly influence, not fully control. A CRM login-streak comes close to full control; a mortgage referral doesn’t, since underwriting still has to close the loan. The clearer that distinction, the more the metric drives focus instead of frustration.
  4. What exactly qualifies for incentive credit? Define when credit is earned, which activity counts, and how long an employee has to complete it. When a referral depends on another department finishing the work, decide upfront whether credit goes to the person who started it, the person who finished it, or both.
  5. Do we have reliable data to support the metric? If you can’t explain where the number came from, you probably shouldn’t pay against it. A number might sit correctly in the core system and still never make it into the CRM where the metric is calculated. If it doesn’t arrive, it can’t be counted.
  6. What exceptions should the incentive calculation anticipate? No matter how carefully a program is designed, there will be situations where the standard rules do not reflect what happened. Maybe the data wasn’t supplied correctly, or a one-off circumstance falls outside the normal rule. Deciding in advance which cases become a standing rule and which get handled manually keeps the same dispute from resurfacing every quarter.
  7. How will we validate results before reward money gets paid? Build in a recurring review, like a monthly check before payroll, to confirm calculations and look into anything that doesn’t add up. Automation handles the tracking; human oversight protects the trust in the number.
  8. Can employees see how they are performing? A dashboard that shows progress against a goal, not just the final payout, lets someone adjust mid-month instead of finding out after the fact. One community financial institution created a dashboard that shades a deeper green once an employee crosses the threshold, so progress is visible at a glance.
  9. Does the financial return support the payout? Look at product profitability and what the baseline looks like before anyone is paid, so the metric is grounded in real numbers instead of a guess. Before you pay for a behavior, make sure it creates enough value to justify the payout.
  10. Who will own the program after launch? Name who owns validation, who owns the data, and who owns updating it as priorities change, whether that’s a dedicated insights team, retail operations, or IT. Build in a cadence for incorporating employee feedback and checking whether the program is encouraging the behavior you want, not just measuring the result it produces.

None of this is quick work, and it’s not meant to be. Answering these questions well takes time, and the work doesn’t stop at launch. It’s worth doing carefully. A program people trust is the one they change their behavior for.
